English language tests
From 1 November 2005 further requirements will be imposed on people seeking
naturalisation as British citizens. These requirements will include a test in
English of knowledge of life in the United Kingdom. The tests will not be taken
before a Notary Public. Therefore, it will no longer be necessary for Notaries
to test knowledge of the English language nor to certify fluency in English.

Statutory Instrument No 2292 (L.21)
The Civil Procedure (Amendment No.3) Rules 2005
Rule 32.20 in force from 1 October 2005 states:
"A notarial act or instrument may be received in evidence without further
proof as duly authenticated in accordance with the requirements of law unless
the contrary is proved."
"Apostille" charges
From April 2007 the Foreign & Commonwealth Office increased the charge of
obtaining an "apostille" from £19 to £27 per document.
